Investing in the Future of Student Well-Being
Campus Health and Wellbeing (CH&W) is committed to meeting the evolving mental health needs of our students. Starting in the Fall 2026 term, Cal Poly will participate in a new program offered by California’s Department of Health Care Services (DHCS) and the California Health and Human Services agency (CHHS) called the Children and Youth Behavioral Health Initiative (CYBHI) Reimbursement Program.

The CYBHI is a state initiative established by California Assembly Bill 133 (AB 133) to transform how California supports the mental and behavioral health of students through age 25. Starting fall 2026, CH&W will participate in the CYBHI Reimbursement Program, which allows California public universities to receive reimbursement for a limited number of qualifying mental health services through Medi-Cal, disability, and California-regulated commercial health insurance plans.
The most important thing to know is that your ability to access care at CH&W will not change.

The Student Health Fee: CH&W is primarily funded through a mandatory student health services fee paid each term by all currently enrolled students.

Access for All Mustangs: The health services fee grants every student access to all services offered by CH&W, regardless of insurance status.

No Insurance Required: CH&W’s participation in the CYBHI Reimbursement Program has no bearing on a student's ability to access care on campus. Please note that while health insurance is not required to receive CH&W services, some majors at Cal Poly Maritime Academy require students to have health insurance plans.

No Extra Costs: There are no additional out-of-pocket expenses, co-payments, or deductibles due to Cal Poly’s participation in this program. Please note that some existing services, including laboratory, physical therapy and pharmaceutical services, may have additional costs.
CH&W is taking a proactive approach to ensure the long-term sustainability of our high-quality mental health services. By participating in the CYBHI reimbursement program, CH&W is taking the necessary steps to develop a supplemental funding source to help us maintain and improve student support services into the future.
Meeting Growing Demand
By providing your California-based health insurance information, you will allow CH&W to seek reimbursements that are reinvested directly into bolstering mental health services, expanding screenings, and growing safety-net programming to support student well-being.
Who: Students on qualifying Medi-Cal, disability, or state-regulated commercial health insurance plans.
When: We will begin collecting this information for the fall 2026 term.

If you have a Medi-Cal, disability, or California-regulated commercial health insurance plan, please share this information by taking the following steps:
- Log into the Health and Counseling Portal.
- Click on "My Forms" at the top of the page.
- Select the "Plan Information" form.
- Enter your health insurance information and click "submit."
Why am I being asked to share my health insurance information?
Providing your California-based insurance information allows CH&W to seek reimbursement for qualifying services you receive. This revenue helps us remain responsive to the evolving needs of our growing campus by fostering innovation and enhanced behavioral health support.
Will participating in the CYBHI Reimbursement Program change my access to CH&W services?
No. The student health services fee paid each term grants you access to all CH&W services. Participation in CYBHI simply allows CH&W to seek supplemental reimbursement from insurance providers; it does not change your eligibility to access CH&W services.
Will I be billed if I have qualifying health insurance?
No. There are no out-of-pocket costs to students or policyholders. You and/or the policyholder will not receive bills for services rendered.
Will my supporters and/or the policyholder see that I received mental health services?
No. A primary feature of the CYBHI program is the protection of student privacy. The program suppresses all service notifications and Explanations of Benefits (EOBs), meaning policyholders will not see any claim activity or service details.
What if I haven't met my health insurance deductible?
There is no charge or denial of care regardless of your insurance status or deductible. If a deductible has not been met, CH&W will not be reimbursed by the insurance company. CYBHI prohibits balance billing to policyholders.
